Issue:
All 16 switches consistently report "CPU Utilization (60 Second Average): 100%" in the local Web UI.
Environment:
- Total switches: 16
- All switches are managed using the Local Web GUI (not Instant On Cloud).
- Same model and firmware.
- Same symptom on every switch.
Observed behavior:
- CPU utilization is constantly displayed as 100%.
- No packet loss.
- No service degradation.
- No interface errors.
- Network traffic is operating normally.
- Management access is responsive.
