Instant On - Wired

Hi there, I'd use aruba 1930 swicth and after turn ON and connect web interface the swicth try to update himself, but no ethernet connection was. After reboot all lights is turned off end no web connection available. Only 10 GB arrows behind ports are turn ON and lighting orange. Reboot button and power supply reboot doesn't work.
What's it could be? How to  fix problem?
