I am using about 20 1960s with firmware 2.9.1, and after 255 days of operation the CPU display on the local console becomes 100%.
Will firmware 3.1.0 improve this?

I'm seeing this as well.  It is showing 100% on mine as well.  We are on 2.8.0.

I have not seen this on 3.2.0 so far, but saw that on <3.2.0 firmwares as well. Maybe it is not comparable yet, because the uptime on our 3.2.0 switches is not that high yet... So let's see.
