Instant On - Wired

Hi All,

I've created  a really simple ACL. On a Instant On 1930 JL686A

ip access-list extended test
permit ip any 10.183.2.31 0.0.0.0 ace-priority 10
deny ip any any ace-priority 11

If I bind this to a port it works as expect.  However if I bind it to a VLAN it doesn't work and all traffic gets blocked.  What am I missing here?
