Short answer is no.

Longer answer is also no. AP-225 is campus AP that require a Mobility Controller to operate. If you would have IAP-225, then you could use it standalone.

What would be the cheapest Mobility Controller to operate?

if I had a network with several ap  IAP-225, could I have a cloud control?

You will have part no, depend on the country, like JW174A for campus AP (Rest of the World) and JW240A for Instant AP (RW).

Also model will be AP-225 for campus and IAP-225 for Instant.

The cheapest controller would be 7005 if you can get a refurbished one. This is up to 16 APs. And you also need licenses for each AP you would connect to the controller.

If you have IAP model, then you don't need a controller. One of the APs will become Virtual Controller for Instant cluster. The drawback for such old platform is version of FW you can run on it.

Here is the list of supported APs for Aruba Central cloud solution. You need Aruba Central subscription for every AP using it.
