The original post was from several months ago, so 3.1.0.0 was not available. Since it became available I've upgraded to the latest version. Today when I check I see all the APs are on channels 1,6,11 so perhaps it was an issues with that previous firmware which has been corrected. However since it sounds like Scott just recently added the AP25 and it's showing up on channel 4 perhaps the issues is still there, as i assume his network has been forced to upgrade to 3.1.0.0. If not please upgrade and see if the issues persists @scott83
In terms of WiFi scanning tools i use the Aruba Utilities as I find that's the most feature rich tool on Android to view WLAN networks.

That's strange. Are you both using the same utility software?
I have 2 AP27, 2 AP25 and 3 AP22D. Using two different WiFi scanning tools, I can confirm they are on the channels and bands that match what the devices state.
One thing I noticed is that @ElaiszAIO stated it's running 3.0.0.1. The current version for the APs is 3.1.0.0. The current version was released 1-2 months ago. The only issue I have is with 2 of 3 AP22Ds that are not getting proper WiFi throughput, but the embedded Ethernet ports do. I haven't reported it to HP yet. Zero issues with the AP27 and AP25 devices.

However my Aruba Utilities and UXI sensor are reporting that the AP is actually broadcasting on channel 7:

Why is it using Channel 7, and how can i put it on a non-overlapping channel?
