I'm curious, do they match if the AP25 are not cloud managed?
I tried WPA2 + WPA3 Personal for a while. I found that it impacted performance. I switched back to WPA2 Personal. I didn't specifically test roaming while using WPA2 + WPA3 Personal, but I have never noticed a roaming issue between my 7 APs - AP22D, AP25, AP27 using WPA2 Personal, anyway.
