Hey Andrew,
My apologies for the delay in getting you an update. Below is what my team advised.
1. The Aruba Instant On portal will show only Instant On devices and any intermediate third-party devices will not be shown on Aruba Instant On topology.
2. When two Instant On devices are connected, the portal will not allow them to alter the switch port configurations of the corresponding ports.
Here are a few things you can check.
1. When adding the 1930 8p switch was it discovered/manage on the same management VLAN as the previously configured switch (1830)? If the 1830 switch is configured on VLAN1 untagged then every Instant On device must be on the same management VLAN1 untagged. Every device on the same site must be on the same management VLAN.
2. Doubt if there is a loop getting formed when the 1930 switch is connected to the network. Can we check on the portal to see if any of the ports on the 1830 elevator or the 1930 loadout shows as suspended which will confirm if there is a loop?
